Septic service in Citrus County, Florida

Citrus County holds two of the three spring systems that drive septic rules on the Springs Coast: Crystal River / Kings Bay and the Homosassa / Chassahowitzka group. Both are first-magnitude Outstanding Florida Springs, both are impaired for nitrogen, and both carry Basin Management Action Plans with Priority Focus Areas along the county's coastal west. For homeowners that translates into a county of two septic realities: mandate territory near the coast, and largely conventional territory on the eastern lake-and-river side.

The Kings Bay number that explains everything

In the Crystal River / Kings Bay springshed, septic tanks are the largest single source of nitrogen: Florida DEP's plan documents attribute about 42 percent of springshed pollutant loading, and about 39 percent inside the Priority Focus Area, to onsite systems (Crystal River / Kings Bay BMAP, 2018 adoption). That number is why a repair or modification permit on a PFA parcel filed since 2025-12-15 must include an enhanced nitrogen-reducing design, all lot sizes, per the DOH-Citrus notice of 2025-10-09. West side, east side: the parcel honesty

The PFAs radiate from the spring vents, so the coastal west leans inside: Crystal River around Kings Bay, Homosassa around its spring bowl and Halls River, and the low coastal strip between them. The eastern half of the county drains differently, toward the Tsala Apopka chain and the Withlacoochee, and sits largely outside the coastal-spring PFAs: Inverness, Floral City, Beverly Hills, and Citrus Springs among them. The split matters for planning. An eastern-parcel drainfield replacement usually permits conventionally, while the same project two blocks into a PFA becomes an ENR design. Same county, same drainfield project, different system and budget.

Permitting through DOH-Citrus

The Florida Department of Health in Citrus County, Environmental Public Health, (352) 513-6100 (onsite sewage page), performs the site and soil evaluation and issues the construction permit; the program transferred to Florida DEP administration in 2021, but Citrus permitting stayed local. The incentive, past tense

The Citrus County Septic Upgrade Incentive Program reimbursed up to $7,000 toward approved nitrogen-reducing enhancements for existing homes in the designated focus areas. As of 2026-07-18 it is closed to new applicants, funding exhausted, per the county program page, which advises watching for future award rounds. Plan any ENR budget at full, unsubsidized price using the sourced cost bands, and treat new funding as upside if it appears.

Karst underfoot

The county's geology is the reason all of this exists: Gulf Coastal Lowlands sand over solution-prone Floridan Aquifer limestone, more than 70 documented spring vents feeding Kings Bay, and a water table that rises toward the manatee coast. Effluent moves fast and filters little here, which shapes drainfield design on every parcel and makes the county evaluation, not habit, the design authority.
