Do I need a nitrogen-reducing (ENR) septic system in Citrus or Hernando County?
Verified against primary sources as of 2026-07-18. Costs are labeled estimate bands, not quotes.
The direct answer: you need an enhanced nitrogen-reducing (ENR) septic system only if BOTH of these are true: (1) your parcel sits inside a spring Priority Focus Area (PFA), and (2) you file a permit application on or after December 15, 2025 to repair, modify, or newly construct a septic system there. The trigger is the permit application, on all lot sizes, per the Florida Department of Health in Citrus County notice (2025-10-09) and Florida Department of Health in Hernando County notice (2025-10-10). Selling or buying your home does not trigger it, and neither does routine pumping.

The two-question test
Question 1: is your parcel inside a PFA?
Three spring systems carry Basin Management Action Plans here, each with a mapped Priority Focus Area: Crystal River / Kings Bay and Homosassa / Chassahowitzka in Citrus County, and Weeki Wachee in Hernando County (Florida DEP, Springs Protection and BMAPs). The zones radiate from the spring vents on the coastal west; they do not blanket either county.
Question 2: does your project file a covered permit?
Covered: repairs, modifications (a drainfield replacement is the classic modification), and new construction inside a PFA. Not covered: pumping and maintenance, projects outside every PFA, and permit applications that were already filed before 2025-12-15. One waiver exists: no ENR is required where central sewer will be available for connection within five years, per section 373.807, Florida Statutes, which matters most near Spring Hill's active septic-to-sewer project areas.

How to check your parcel in five minutes
- Look up your parcel on the Florida DEP's Priority Focus Area mapping, reachable from the DEP springs pages (floridadep.gov/springs). Search by address, then confirm the parcel outline, not just the pin.
- Confirm with the county permitting office, which applies the rule: DOH-Citrus Environmental Public Health, (352) 513-6100, or DOH-Hernando Environmental Health, (352) 540-6800. Have your parcel number ready.
- If you are in a sewer-expansion corridor, ask the county the five-year availability question at the same time; the waiver can change the whole project.

What qualifies as an ENR system
The standard is performance: a system approved for at least 65 percent total nitrogen reduction, or at least 50 percent before the drainfield, defined in section 381.0065, Florida Statutes. Three families qualify per Florida DEP guidance: in-ground nitrogen-reducing biofilters (INRBs), aerobic treatment units certified to NSF/ANSI 245, and approved nitrogen-reducing performance-based treatment systems. Three things this rule is not
- Not a point-of-sale law. Florida bars a governmental point-of-sale septic evaluation mandate (FS 381.00651). Home sales proceed without a state-required inspection; buyers order due-diligence inspections because they are prudent, not because they are compelled.
- Not retroactive. A working conventional system inside a PFA is not ordered replaced. The rule attaches when you file a covered permit.
- Not county-wide. The whole point of the parcel check: much of eastern Citrus and the Brooksville Ridge sits outside every PFA, where replacements permit conventionally.
